Version Check on Startup

Implement version check so that SA will notify the user that a new version is available. Make it non annoying. Preferably it should shut up once the user chooses to ignore the new version.

Added a button for version check in the Misc tab. Didn't make it automatic because of the timeout delay.
Pushing this till we implement asynchroneous downloads in version 0.9.5
